I NEED HELP

I've been reading many many many times about the instruction of adding a codes for the scroll bar because my links are getting longer already, in order to minimize the space, I want to group them accordingly, but I really had a hard time to understand the instructions. It might not be my ability to analyze this kind of instructions.That is why, if somebody can read this message can u help me pleaseee?..lol...
